Repeatable Structure layout

When using the 'Repeatable' option there is a 'back/delete/next' button twice.
I understand this has been made available for when there are many to scroll through. Can this be a feature the user can choose to have at either the bottom, top or both of the repeatable rows as they get entered?
It looks very confusing when filling out on a tablet/phone
